The relationship between the family and the state is complex in Rousseau's writings, especially given his assertions at the beginning of On Social Contract that political associations are based on voluntary agreement, not on "natural" relationships. On the other hand, in Considerations on the Government of Poland family life seems to be encouraged for the sake of political life. In any case, as this paragraph from Emile makes clear, active citizenship is a right and a duty for the men in a family, not for the women.
