In creating a "science of politics" the first difficulty (para1631 above) was the challenge of "knowing what ought to be in order to judge what is." The second (para1632) is to overcome the prejudices of profession and class. The third, which Rousseau suggests not really valid, is whether one has the necessary talents to take on such difficult questions. As in the beginning paragraphs on On Social Contract, Rousseau stresses that civic concern is more important than talent in such an undertaking.
