Here (and in Book II, Chapter 6 of On Social Contract) Rousseau states that the "laws" refer to the general laws for the community, those which are laid out in a Constitution or foundational legal document. These constitute the acts of the collective sovereign, the people. However specific acts or decrees may be passed by the government to execute the general will as needed.
At this point one must understand that for Rousseau "government" is a very different from "sovereignty."
