One relation of the assembled people is as a collective sovereign body that consists of two unequal parts (a whole and a part of the whole) described in para1658 above. Another relation is the whole sovereign community from one point of view and the whole community from another point of view (described in para1659 above). A third relation (described here) is the assembled people as a government elected to execute the laws made by the people as sovereign.
As Rousseau explains in Book II, Chapter 1 of On Social Contract, sovereignty must always rest in the people; it cannot be alienated or transferred to another body such as a government. Power may be delegated to a government but not transferred.
