At this point Rousseau leaves his summary of On Social Contract and turns to the topic of international relations. He had planned to include foreign policy issues in his original plans for his work on "Political Institutions" (of which On Social Contract is the core); "But all that," he explained at the end of Book IV is "a new subject too vast for the limits of my vision." Instead of appearing as a sequel to On Social Contract, Rousseau's writings on international relations were sketched out in fragments on "The State of War" and in a "Summary" and "Critique" of the Abbé de Saint-Pierre's Project for Perpetual Peace. This and the next few paragraphs of Emile constitute an overview of what Rousseau might have included had he written more systematically on the topic.
