In the Second Part of his Discourse on the Origin of Inequality as well as in his fragment on "The State of War" and his writings on the Abbé de Saint-Pierre's Project for Perpetual Peace, Rousseau stresses that states are naturally more competitive and aggessive than individuals in the state of nature are, and that international war causes more harm than fights between individuals ever could.
