In this paragraph Rousseau relates the task of raising children with the task of governing men. In Books I and II of On Social Contract Rousseau lays out his famous concept of the general will, a basis for legislation that embodies the common interests of the community. There he stresses that laws consistent with the general will have a force that supercedes narrow individual self-interest.
